Preheat oven to 350 degrees. line 24 muffin cups with paper wrappers.
In a bowl of mixer whisk together flour, cocoa powder, baking soda, baking powder and salt.
Beat into dry ingredients wine, sour cream, eggs and vanilla. Mix until well combined.
Divide batter between 24 paper lined cups.
Bake for approximately 15 minutes, until toothpick inserted in the center comes out clean. Cool completely.
